My name is Eshetu Alemu (Mr.). I am working for a government institution in Ethiopia. I am chairing a team coordinating an institutional BSC development. The team, through extensive consultation with the employees, have built Corporate level Scorecard. We are coordinating the building of Team level and individual level scorecard. We are using Customer at the top, then Internal Process, Learning and growth, and Financial perspecive at the bottom.
My question here is therefore to get feedbacks, if all the four perspectives shall be cascaded to the next two tiers. Is it a must to cascade all perspectives to all tiers? In other words, can the team and individual level tiers have three or two perspectives?
