Temporary Contract Position (Up to One Year Assignment)
Description:
The Balanced Scorecard Champion coordinates and assists in the development of the Federal Ministry of Health (FMOH) and Regional Health Bureaus (RHBs) strategic performance scorecard system, including: provide day-to-day leadership and management support; serve as an information resource for all team members; lead development of critical scorecard system components; facilitate workshops; synthesize information to present to FMOH leadership and scorecard team members; present workshop summaries, results, conclusions, and recommendations; prepare project plans and schedules; analyze data and recommend next steps; advise on performance measure and target setting, and on prioritizing initiatives; train users; provide advice on performance information system issues
Responsibilities:
-Transfer balanced scorecard (BSC) knowledge and skills to FMOH and RHBs -Provide balanced scorecard expertise and lead or assist in facilitation of scorecard development workshops -Advise on development of performance measures, initiatives, and targets -Provide technical support to collect, track, analyze, report, and communicate performance results using BSC software -Provide logistical support for meetings, conference calls, presentations, and workshops -Train users in balanced scorecard principles and specifics of the FMOH system -Plan the project and schedule, and follow through with implementation -Provide periodic status reports to sponsors and to the Policy, Planning, and Finance Directorate of FMOH

Qualifications:
-College degree (any discipline); Masters degree preferred -Experience as a balanced scorecard champion/consultant and/or trainer using the Balanced Scorecard Institute Nine Steps to Success™ framework -Experience working with government and/or nonprofit organizations -Training and/or facilitation experience with professional education courses -Consulting and problem solving experience -Familiarity with health sector planning would be a plus -Strategic planning and performance management system implementation experience
