David Wilsey, SMP
Vice President of Education & Technology
David leads BSI's balanced scorecard and performance measurement certification programs. He has served as lead consultant and project manager on numerous client strategic planning and performance management efforts, including Northwest Fire District, UNICEF, KeyLogic Systems, Jacksonville Regional Chamber of Commerce, National Cancer Institute/OPIRM, Greenville Utilities Commission, the U.S. Centers for Medicare and Medicaid Services, Wake County Community Services and Chicago Virtual Charter Schools. Other high profile clients have included Blue Man Group, Fort Bragg Army Garrison, Constellation Energy, Veolia Water NA, McLeod Software, Dalton Public Schools, Simmons Foods, the Society of Composers, Authors and Music Publishers of Canada, the U.S. Department of Commerce – Foreign and Commercial Services, Options Clearing Corporation, City of Raleigh (NC), Arapahoe County (CO), Federal Home Loan Banks, Visicon Technologies Inc. and Spectrum Partners. David also manages BSI software partnerships, teaches balanced scorecard and PuMP® public and client-site workshops, and manages the Institute’s website. He has been a featured speaker at the semiannual IQPC/BSI Strategic Performance and Change Management conferences, and events hosted by organizations such as Robert Half, Actuate Inc., the Association for Strategic Planning, and the International Society of Performance Improvement.
David has over 20 years of experience in a wide range of fields, including consulting, engineering, marketing, manufacturing, design, programming, research, education, and multimedia production. His employment history includes tenures at SAS Institute, Holley Performance, Lunati Pistons, Nesbit Engineering and the University of North Carolina – Chapel Hill. He is a member of the Association for Strategic Planning and is a certified Strategic Management Professional (SMP). He is also a licensed PuMP® Consultant. He co-wrote, with three others, the Strategy Professional Resource Center's Association for Strategic Planning SMP/SPP/SPA Certification Exam Study Guide and is near completion, with three others, on The Institute Way: Simplify Strategic Planning & Management with the Balanced Scorecard. He has a Bachelor's degree in Music Education from Henderson State University and an MBA from North Carolina State University, with a concentration in Innovation Management.
